By 5:25 the National Guard arrived in the city, setting up a makeshift base at Central High School. Homeowners, shopkeepers, and small gangs of vigilantes had been quicker to react. Along key arteries in the city, citizens stood armed with hunting rifles and licensed guns, standing guard over shops and homes. A fear took hold, and it would not subside for many months. When fires spread along a row of well-maintained wooden homes on Pingree Street, the signal went out that family homes and personal property were at risk. The fire department’s radio communications system crackled with urgent warnings to fire crews: “There is no police protection here at all; there isn’t a policeman in the area. If you have any trouble at all, pull out! Protect yourselves!”
